Oppose the EPA’s Proposed PM Standards in Colorado!
The Environmental Protection Agency (EPA) is considering lowering the regulatory standard for Particulate Matter (PM), which could significantly impact businesses and individuals across the country. This policy is unnecessary and could have serious consequences here in Colorado and around the country.
The Science: Our current standards are already effective. Over the last decade, there has been a 14% improvement in national average PM concentrations. Despite this, the EPA wants to make the standard even more stringent, potentially impacting federal funding for state infrastructure projects like highways if impacted areas can’t comply.
Beyond Our Control: The Denver Metro/North Front Range (DMNFR) serves as a perfect example of the flaws of this system. The DMNFR is a serious non-attainment area for Ozone. However, up to 60 percent of the ozone levels in the DMNFR nonattainment area are actually beyond our ability to control. In fact, at certain monitoring locations (Chatfield, NREL, Rocky Flats, etc.), where the air stalls and hovers along the mountains on hot summer days, 75 percent of the ozone qualifies as background. This makes ozone nonattainment issues in Colorado an extremely difficult, economy-wide undertaking, as only a fraction of the emissions in the nonattainment area are produced by Colorado-based human activity.
Timing is Not Right: The current reconsideration of the PM standards is discretionary and not required by the Clean Air Act.
Increased Costs: Complying with stricter standards could increase the costs of goods and services, making it more challenging for Colorado businesses and families to make ends meet.
Impacts on Businesses and the Economy: The EPA’s proposal could result in up to a 32-fold increase in the number of counties not in compliance with the standards. This would burden state and local governments, threaten our competitiveness, and impact consumers. It could also cost the U.S. hundreds of billions of dollars to attain these unnecessary standards, ultimately affecting consumers during a fragile economic period.
